The product page for the 1004 states it only supports the ESP20 though?(Unless this is not up to date info)

Ah - Ok, so the SIPs dont actually (physically) take any SPAs, and to utilize all SPA slots(8 on the 1004) you need 2 x SIP's installed?
The install guide seems to indicate that they have SPA slots?
