Sounds about right to me - as far as I can tell the 2651XM runs the same CPU as the 1721, an MPC860P. I've tested the 1721 at doing about 7 or 8 Mbps with L2TPv3, going one way with speedtest.net. When fragmenting packets (1500 bytes and a VLAN tag going into an x-connect) best I saw was 3 Mbps on a symmetric test with iperf. I wouldn't expect much more out of an 80 MHz chip.
