[c-nsp] Failing to load IOS

Is this a case where a bootldr file is needed? Does the ROMMON understand
the disk1: filesystem? In ROMMON, can you do a 'dev' and see the
filesystem, or do a 'dir' on it? I haven't played with too many of the
older 7200s, but I seem to remember this.
