To use BGP, you need an IGP (even though that IGP is static 
routing).

BGP doesn't understand topology and link discovery. It 
requires an underlying routing protocol to help it with 
that, which is where the IGP's come in.

So if you want to run iBGP without any dynamic IGP, static 
routing is your only option, although I'd only recommend 
that if you were my competitor :-).
