Your IPTv traffic will flow downstream, from the Receiver PE 
router. So the 4Mbps upstream traffic won't have any 
bearing, as IGMP Join messages (which travel upstream) are 
low bandwidth anyway.

The real question is, even though you've configured for 
24Mbps downstream, can you actually get that?
