[c-nsp] XR equivalent to archive

Well on XR the config changes are archived by default so you can see who
committed what
Though I'm not sure whether there's a way to have the particular commit
exported to syslog

That's cool too, but I was looking specifically for the config logging,
which is what that IOS snippet I posted is actually for.
