[c-nsp] IPv6 ISIS on ME3400

I'm pretty sure that ISIS for IPv6 is *not* supported on the ME3400s.  We are reluctantly running OSPFv3 on the ME3400s only and doing redistribution into ISIS elsewhere because of the lack of IPv6 ISIS support.

It's always something...
