[c-nsp] SPAN destinations on ME3600/15.3(1)S

Perhaps I should eat crow.  The SPAN implementation sucks, but the platform does indeed support EPC!  This is a great discovery and probably reasonable middle ground.

Has anyone used EPC on this platform before?  Reports?
