[c-nsp] EoMPLS with WS-X6724 and WS-X6704-10GE

We had issues with cat 6.5k and sup720 that we had to reload the box for 
PWs to come up. 
Not exactly ideal in production enviroments...

No restrictions for plain point-to-point EoMPLS. 

But 7600s are prone to SR* buggage.
