I'd double check that your targeted LDP session is up.

Also you are putting the xconnect on the SVI in this case. SVI based
xconnects on a 7600 are only supported with a SIP/ES/ES+ module as the
core facing line card. There should not be any restrictions on
port/sub-interface.
