[c-nsp] Outbound PACL

Hello NSP folks,

I hacked around in the feature navigator and I couldn't come to any direct
evidence that this can or cannot be done.

But the configuration guide suggests that we can configure an outbound PACL
on the 4500 platform.  Can anyone confirm or deny that this will work?
