[c-nsp] fabricpath and dual-homed fex

Hello

This is possible for sure : you need to create a VPC domain between the pair of 5k who will share the FEX.
The peer-link needs to be configured in mode fabricpath & a common fabricpath switch-id needs to be configured for the vPC pair
