[c-nsp] IPFRR weirdnes

Did you folks experienced any weirdnes with IPFRR on 4.2.3? 

Topology is a square -full mesh between 4 nodes. 
Two top of the square nodes are ASR9ks. (NGN BB)
Two bottom of the square nodes are 7600s. (legacy pop)
One of the 7600s has dual ip links ot each of the 3 nodes. 
Links between ASR9Ks and 7600s have metric 100
Link between ASR9Ks has metric 10
Link between 7600s has metric 20

The only pattern I see is:
ASR9k box on the left of the square has primary path down to 7600 on the
left - backup path via the other 7600 on the right is formed over suboptimal
path(worse metric). 
ASR9k box on the right of the square has primary path down to 7600 on the
right - backup path via the other 7600 on the left fails to form
