[c-nsp] Replacement for Cisco ACE load balancers

I am a big fan of the F5s - - great performance - been working with them
for years. They do however take a bit of getting used to - and some of the
features can be a little buggy - although I found there TAC extremely
responsive and helpful.

PS: They are fully configurable via a command line.
