You haven't quite answered my first question :) 
Let's say you have two routers A and B 
-are A and B connected via two ip interfaces/links? 

Because if that's not the case, 
than you can use loopback ip addresses of A and B -rather than A's and B's
interface address to dictate an explicit path for te-tunnels.
