[c-nsp] High CPU ME3600-X

I had the same issue.  Seems to be the result of CSCua60395, at least it was in our case.

One thing - I'd suggest getting off of 15.2(2)S as soon as possible.  I've had numerous issues with this train (including S1) - random lockups of switches (no bug id) requiring power cycle and MPLS issues TAC *thinks* they have identified as CSCtz16622 which is fixed in 15.3(1)S, but they aren't sure :|
