[c-nsp] NTP message sent to 224.0.1.1, from interface 'NULL' (0.0.0.0).

Some ntp configurations will remain under certain conditions.

To clear, remove all ntp configurations including "ntp server xxxx",
Then do "no ntp"

Then re-add configuration
