[c-nsp] NTP message sent to 224.0.1.1, from interface 'NULL' (0.0.0.0).

I've seen it happen a number of hardware/versions. Especially when you setup a peer on one router, and it will auto-add on another, and the only way to remove it is to do a "no ntp". This kills the NTP process

Some ntp configurations will remain under certain conditions.
To clear, remove all ntp configurations including "ntp server xxxx",
Then do "no ntp"
Then re-add configuration
