I was afraid you'd say that.  But maybe some peer pressure can be built
to get things started.

How do "large carriers" that actually build filters handle this?  I know 
that NTT very strictly filters us according to the RIPE DB, but what would
they (to pick an arbitrary example) do for ARIN land?
