3560 is, I presume from what he's said, Catalyst 3560, and the low-end 
Cat's don't perform GRE in hardware, which means it doesn't work 
properly *at all* - slowness is the least of his worries.

Unless the OP can specify his problem in more detail i.e. why he thinks 
he needs tunnelling in the first place, it's all a mystery...
