[c-nsp] Possible spanning tree issue

The new switch was setup transparent.  I don't see any topology changes in the network.  I can understand adding the new switch and have the network re converge.  The weird part is powering down a switch that does not touch the phone system taking it down is weird.

A new switch running VTP server mode, can wipe everything on your
network in the right circumstances (configured with matching vtp domain
name, and having a higher revision than the existing network).

Not sure about the switch removal, unless it was a VTP master :)
