[c-nsp] gatekeeper reject admission requests (ARJ message)

hello guys,

i have a cisco 2800 and want to set it as a gatekeeper.  this is my
topology:

asterisk system(gateway)---->cisco 2800 (gatekeeper)--->asterisk system
(gateway)

and this is my configuration in cisco:

gatekeeper
 zone local gk-01.test.com test.com
 no shutdown


but cisco rejects all admission request from gateways (ARJ ras message).
when i set h225 asn1 debug, it says : "rejectReason undefinedReason : NULL".

i don't know if some thing is wrong in cisco configuration or asterisk
ones. please let me know which system configurations should be corrected.
asterisk ones or cisco? if something is wrong in cisco config, how should i
fix it?
