[c-nsp] timezone setting in networking gear; local, HQ, or UTC?

Hi,
we try to use UTC as far as possible (to avoid summer/winter time
confusion), no big problem imho.
But that's POV of a European, we just need to add 1 or 2 hours, not
subtract 6-9. ;).
