[c-nsp] shaping on Cisco switch

Hi Guys,

We have a need to shape services from a provider, which we can do on "CE" Cisco routers like so - eg 20Mb service:

shape average 19600000 96000 0

Some of our EC's do not run Cisco's, and have devices not capable of shaping....we are looking at implementing a Cisco switch(Or alternative), that can provide shaping(L2) like above on a per-port and/or per/vlan basis(To sit in front of the EC's CE and connect to providers NTU)....that is relatively cheap...any suggestions are greatly appreciated!
