[c-nsp] Difference between 4.3.0 and 4.3.1 version in ASR9K

So actually for the 4.3.1 is just a feature enhancement release? My concern
is that maybe 4.3.0 is quite poor, that's why they release 4.3.1 to fix
most of the bugs. Because currently i need to choice one of them.
