That depends on what kind of policer you use. There are three different
types on a Sup720: per-interface, aggregate and microflow.

The first is completely "per interface" and no amount of traffic
flooding on one interface would affect the other interfaces even when
using the same policy-map.

Aggregate (or "named") policers are shared among all ports on which you
apply them.

Microflow policers police each flow separately.

I think there's something special about egress policing though I can't
remember what at the moment. Take a look at this for details:
