I've had similar issues, and I'm fairly certain that the SP config
register was correct at 0x2102. For me, the only successful fix has been a:
copy run bootflash:snapshot
write erase
reload
set the max routes, reboot
confirm the max routes
copy bootflash:snapshot run
(no-shut everything relevant)
copy run start
reload
confirm the max routes
breathe a sigh of relief
I wish I knew better what the underlying issue was.
