[c-nsp] Nexus 5548 - ERROR: no free statistics counter for a region

Hello
We have run few nexus so far with no problem

But both 5548 and 5596 do not support counters and/or statistic on L3 chip
(apparently due to hardware design)

All counter you have are from eth interfaces
