[c-nsp] HSRP or VRRP not vorking on SVI ME3600 15.3(3)S2

Hi folks,

Anyone ran into this issue please? 
It works on phy interfaces configured as "no switchport" -but can't get it working via service instance and SVI. 

Either side is sending the hellos but neither side receives them.
