[c-nsp] RPR in MetroE

Thanks Adam for your suggestion, It takes lot of setup change for
implementing MPLS in ME so I would rather go for RPR for now. But I am
finding only Cisco 10700 series supports RPR when I refer to the cisco
feature navigator.
