[c-nsp] ME3600 config help, Q in Q

James, is this a Q-in-Q with those two vlans encapsulated inside a vlan
1048 tag.  Also check the MTU, te be able to carry Q-in-Q you will need to
set it to 1512 or greater for the extra tag overhead.
