Just an FYI I have seen some further issues on 15.3.3(S) on ME3600
again, now similar to before (more reasons to move on to 15.4). This
time on two service instances where one had the wrong dot1q tags
overlapping with another (service instance 5 has outer tag 5 & inner
34 instead of outer tag 5 & inner 2047):

pe1.lx(config)#int gi0/21
pe1.lx(config-if)#service instance 534 ethernet
pe1.lx(config-if-srv)#description XYZ
pe1.lx(config-if-srv)#encapsulation dot1q 5 second-dot1q 34
 !!!!!! Outer Vlan 5, and Inner Vlan-ids 34 already configured under
some service instance
pe1.lx(config-if-srv)#exit
pe1.lx(config-if)#service instance 5 ethernet
pe1.lx(config-if-srv)#description ABC
pe1.lx(config-if-srv)#encapsulation dot1q 5 second-dot1q 2047
