[c-nsp] BGP (VPNv4) flapping every 3minutes

Hi Guys,
I have 2 RR's that successfully peer with ~10 other clients(Plus an existing full mesh) - the 11th (Cisco 7301) is establishing a session, then flaps(due to timeout) every 3 minutes.
>From a "working" client, the only difference I can see is scan import time.
i.e.
Flapping every 3 minutes (Note, I tried removing/re-adding the .212 RR as a "non template", but it made no difference - BGP to this router (.219), flaps to the 2 x RR's (.212 + .213) every 3 minutes...all other BGP sessions are stable on .219
