[c-nsp] NTP DDoS

Two weeks ago one of our neighbors had a (non-Cisco) CMTS with an NTP config
on the CMTS's management interface that resulted in a 120+ Mbps
reflection...

Yep.  Had a system on one of our ranges that was involved in yesterday's
cloudfare ddos. It's not anymore and won't be anymore.  Open to all NTP
queries types from the world :/
