[c-nsp] Change clock, netflow doesn't change

ASR1000 - changed the software clock from local to UTC (I know - we'll get
NTP set up soon.)

The netflow exports stayed on local time. Any way to flush the flow cache,
or reset the cache clock? Could it be on the card (distributed)?
