Another way to deal with this is to QoS down all non-76-byte UDP/123 traffic (i.e., non-timesync traffic) to something like 1mb/sec in aggregate.

Alternatively, someone else suggested policing down all 468-byte UDP/123 traffic, which is generally the monlist output which is what's seen on the reflector/amplifier - target leg.  I prefer the 76-byte match as being more comprehensive, but YMMV.
