[c-nsp] 7609 clustering (like 6509 vss or IOS-VR nV edge)

I mentioned this to my cisco account se and they said no, 7609 vss is unsupported

Never tested nor used, but if you check table 1

VSS is supported on VS-S720-10G that can fit both 6500 and 7600.
