Thank you Ulrik,

It seems to work with or without the "bridge-domain" cmd specified under the
"l2 vfi" config. 
Though indeed the problem was/is that the VLAN interface won't come up
unless there's a service instance (on an up up interface) associated with
it. 
I thought it could all work without any adjacency to a physical port/service
instance. 

So what I had to do was to create a dummy service instance and associate it
with the particular bridge-domain to get the SVI up.
After that the VFI came up as well as the PW and it all started to work.

However, I read your question as you have p2p xconnects in the bridge
domain, in addition to the vfi? That I have not implemented or tested.

Also, I think the SVI has to be UP for the VC to be  brought up.
