Most likely, you need to help us clear our crystal ball.  What sort
of fiber is this?  How *long* is it?  How many patches?

For a 5m link, -21.3 dBm hints at "one of the plugs is not fully inserted
and the laser has to gap a mm of air".  For a 100km link, you might need
an amplifier...

They keyword to google for is "optical budget".
