[c-nsp] me3600x-cx FIB-to-RIB prefix count discrepancy

Hi James,

I summed up the "Total Subnets" counts from sh ip ro vrf xxx sum of all VRF's (which in our case is pretty much the same as the "sh ip b vpnv4 a s" PfxRcd count from RRs). 
And compared it with output from the "sh platform tcam utilization ucastv4" cmd.
The code is 15.3(3)S3
