Thank you for mentioning adjacencies. 
The delta is indeed in FIB adjacencies namely:  drop, multicast, attached and receive. 
Hence the "sh ip cef sum" or the " sh ip cef plat int" and the particular per VRF counts are much more accurate. 

There are still some discrepancies but it's just +/- couple of prefixes so no biggie.
