[c-nsp] DFC3C-XL refuses to operate in XL mode

Hi Dimitry,

removing of the other cards did not help. The chassis still boots into 
PFC3 mode.

I think it could not have helped at all. I am sure mixing of DFC (same 
version of PFC) and CFC enabled linecards works.

We have in production other 7606S boxes, with a mix of CFC and DFC cards 
and it RUNS in PFC3CXL.
