[c-nsp] DFC3C-XL refuses to operate in XL mode

Lukas,

the other cards do not have any negative impact on the PFC mode of the 
whole chassis. As soon as I remove this one particular DFC (module 4, SN 
SAL1406AMHG) the chassis boots to XL module, with all other cards 
operating in 3CXL.

To keep thigs simple, I have removed all cards except the module 4 
(6704-10GE with the weird DFC3CXL) and the module 6 (RS720-3CXL).

ROMMON should be fine.

Again, after a boot, this appears in the log.

*Feb 25 05:59:37.027: %OIR-SP-6-DOWNGRADE_EARL: Module 6 PFC installed 
is not identical to system PFC and will perform at current system 
operating mode.


I am sure the problem is with the DFC module itself (ok, with two 
modules, which is even stranger. The second module is not mounted to any 
card now, lying on the desk). The question is, what kind of problem? It 
just operates as it's DFC3, not DFC3CXL.
