This is just the way IOS (and IOS XE) is.

You end up having to develop configuration tactics to avoid 
getting yourself into tight spots. There's so much history 
in this for it to never change. Just create your own 
internal workarounds.

Fundamental solutions come form properly-designed software, 
i.e., IOS XR, Junos, e.t.c.
