I think something with your fan board is broken.  One of my 7604 lists:

fan-tray 1: 
  fan-tray 1 type: FAN-MOD-4HS

chassis per slot cooling capacity: 90 cfm

... and that's enough.  Yours lists 70 cfm, which is insufficient for
the 84cfm the 6708 wants...
