If you truely do get passed the correct sync rates for up and down streams of the subscriber line by the carrier you should be able to use "shape average percent 100" and "bandwidth percent XX" within your policy-maps. I'm behind on my lab work and haven't had a chance to test that yet though. Cheers, James.
