[c-nsp] Stuck route issues on 7600 and ASR1000

Has anyone else seen stuck route issues on the 7600 and ASR 1000 platforms
Running 15.3(1)S2 and 03.07.03.S(15.2(4)S3) respectively.
It appears both platforms are affected in the same way.
The route appears in a show ip route command as learned from BGP
but the route does not appear in the BGP table.
The only solutions are clear ip route <route> <mask> or the more
Intrusive clear ip route *.  clear ip bgp * does not work since the route
has vanished from the global routing table.
I am trying to get a feel for how wide spread this issue is.
So far Cisco TAC has not been able to positively identify a bug
that matches this.  BGP withdrawals are getting received since
the route is removed from the bgp rib but not getting forwarded
to the device rib from the protocol rib.  Routes adds and changes
seem to be unaffected.  Any feedback on this problem would be helpful.
