If you're looking for something really modest, with little 
to no opportunity for growth, consider the CSR1000v.

It is an IOS XE VM that you can run on VMware ESXi and 
others, on any server that has a Nehalem processor or 
better.

Based bandwidth is 2.5Mbps, and with a license, can scale to 
500Mbps.

That is probably as basic as you can get.
