[c-nsp] CEM unusable on ME-3600X-24CX with 15.3.3.S4

Hi folks,

Just a quick heads up regarding CEM services on ME3600-CX

Unfortunately once again due to terrible HW programing issues this platform has to bear CEM services are not usable in production.
As every time you play with CEM settings traffic from PW to CEM interface stops flowing and once this condition appears it requires reload to restore the operation and removing of xconnect to reset the tLDP sessions (removing tLDP sessions with no prior reload does not help).

It's great platform for IP services with current 15.3.3.S4 code is almost flawless. 
The only major bug seems to be occasional Rosen mGRE mVPN mcast HW programing related issues.
