Find out if this has to do with multicast brokenness first. IPv4 only
uses broadcast for ARP initially and then unicast (ARP and IP).

IPv6 needs multicast for IPv6 ND.

So, does IPv4 broadcast work in both directions? Does IPv4
multicast work in both directions?
